Permission refused in challenge to police post incident procedures

The Administrative Court (Laws LJ and Wilke J) has refused renewed permission applications in judicial review challenges brought by the families of Mark Duggan, who was shot dead by Metropolitan Police officers and Ryszard Delezuch who died after being detained by officers of Leicestershire Police. Both claims challenged the Article 2 compliance of the police’s post incident procedures in deaths during or after contact with the police including the absence of any absolute requirement that principal witnesses be kept secluded before being interviewed about the incident.
